There are two groups of family-based immigrant visa categories: Immediate Relatives ("IR") and Family Preference Relatives ("F"). Visas are always available for immediate relatives of U.S. citizens. This means that spouses, unmarried children under 21, and parents of U.S. citizens do not need to wait for a visa to become available in order to apply for a green card.
Immigrant visas for the Family Preference categories are numerically limited, so they are not always immediately available. Therefore, "family preference relatives" must wait in what is known as the "visa queue" for a visa becomes available. See the Department of State Visa Bulletin.
